This has got to become an issue, both parties are keeping quiet about it, both sides want it.
THe angle of attack should be as you are doing now, PLUS: add some solid technical questions: HOW will stuff be filtered ? It will require EVERY piece of information to be scanned and checked.
Is this legal ?
Question the legality of that.
next: look at the current ways of filtering: pictures, images etc…. how is this done ?
what is the success rate ?
what is the false positive rate ?
what is the false negative rate ?
the "baddies" are not stupid, they are good at this stuff.
How will a simple filter work ?
Ask penetrating and teachnical detailed questions not just opinion and shouting.
get lawyers and ENgineers on side.
I'm happy to help with technical stuff, but my knowledge as an Engineer in THIS area is just a start.

PS: I just returned from BUrma, NOW that is a place where serious blocking and filtering takes place,
I've seen stupid net filters in China. I use to think Australia was above this idiocy but seems we aren't …. ho hummm
People in Burma just work around the filter on a daily basis.
